error in 1.5 AA

I am trying to build a DVD in AA 1.5. I check project for any errors and no errors show up. I go to build the project then I get a warning box message that shows:Building the Project failed. The Bitrate at 00;33;16 in timeline "File name" is to high for DVD.
You must lower the bitrate by re encoding the video, or removing some content from the timeline. The file was encoded in PP 1.5 as an MPEG 2-DVD (High quality, VBR transcoding of DV content (max bit rate = 9), SurCode for Dolby Digital 5.1).

I do not understand why I am getting this error. Any help you can provide would be deeply appreciated. Thanks in advance.
