Button question - need some help please

I need some advice/help as to how to create buttons that highlight when i import a layered photoshop file as a menu...
I create a layered file and import as menu and it shows up with all the layers but i cannot get the buttons(which are all separate layers) to highlight...
When i compare my buttons to the presets I see that the encore presets are all =1 (highlight) but how do i do that with buttons that i create?
Any help would be greatly appreciated...
