As far as I know, Phillipines is also region 3, you can check regions by clicking on 'properties' of your drive within device manager, then choose the 'DVD Region' tab(whatever you do, don't click 'OK' you will change the region of your drive.
However, why do you want to create a regionalised DVD, the default is region 0, ie no region info, then any one can play it anywhere.
