Yes. In fact the DVDWorkshop 2.2 quality can be BETTER than a DVD recorder since you have the option of compressing with 2 pass mpeg encoding scheme instead of only being able to use a real-time single pass like those used in recorders.
I have a Philips DVDR75 and DVDWorkshop 2.2 and can say without question that DVD WS is as good, if not better than the stand-alone recorder. Just keep in mind that both the recorder and DVD WS have several options that control the quality of encoding. If DVD WS is configured to fit four hours of video onto a single layer disc, the quality will not be as good as a DVD recorder configured for it's best quality.
Also, there's no comparison when it comes to the degree of control you have over the final look of the DVD when using DVD WS vs a recorder. With a recorder, you can only create very basic, preconfigured menus. With DVD WS, the menus can be totally custom designed like the ones you see on Hollywood DVDs.
