What is your bit-rate set to ? (19.4 Mbits is established broadcast rate.) If you starve the data flow it will look blocky. Remember the scale in most encoders is set to Kbit per second as most are used to make video CD's.

P.S. For 1280x720 you should go with 60 frames (progressive) or you will need to apply motion blur to your composition.
