24fps is the standard for 16mm sound. Going from that to "normal" 29.97fps video required use of a five-bladed shutter in the projector to sync things.
Using a film-to-video transfer box (basically a mirrored screen system) can deliver much better results that shooting a screen. There's an Ambico box at ebay today:
