I have transferred 16mm film using the DVX100. It really worked fine for me, although I did not have "professional quality" expectations. There was no "hot-spot" in the center of the screen because I angled the screen (very slightly) away from the camera.
This film was a home movie, shot on a 1950s vintage Kodak 16mm hand-cranked camera, which ran at (about) 16 fps. I used a projector from that era with a variable speed, and also a variable transformer which both slowed the motor and lowered the bulb brightness (I didn't know if I could find a replacement bulb). I used 30p mode on the DVX with 1/30 shutter, and adjusted the film speed until there was no strobing, which I assume meant a 15 fps playback, so there was a slight slow-down but not dramatically so.
Here's the gear I used- don't laugh!
