Steve--

What shutter speed are you shooting at? I've found that anything lower than 1/48th will give a pronounced strobe. If you're shooting the scene the way you would on film (i.e. tripod or steadycam, slow smooth pans, well lit) you shouldn't be having these strobing issues.

Also, you do have OIS off, right?
